Iran to launch "smart distancing" plan to fight COVID-19

The distancing plan which was launched last month has attained "good achievements," Rouhani said at a meeting of the National Headquarters to Fight the Novel Coronavirus, state TV reported.

The next phase of social distancing plan is "smart distancing" as specifications of which will be laid out, he was quoted as saying.

On March 27, Iran announced the implementation of a one-week social distancing plan requiring all schools, universities, shopping malls, parks, sports complexes, swimming pools and entertainment facilities to be closed for the period, in order to stop gatherings and avoid unnecessary movements. The plan was later extended to April 8.

On Friday, a joint disinfection operation was conducted by Tehran municipal authorities, Islamic Revolutionary Guard Corps (IRGC) and Iran's water and wastewater utilities in the capital's center, one of the worst-hit areas of the outbreak in the city.

"We have used all facilities available to disinfect our city. There are about 360 neighborhoods in Tehran, all of which have been sterilized. We've been working for 20 days and nights. Today we have dispatched 40 vehicles," said Karami Nezhad, deputy director of Tehran Water and Sewerage Department.

A total of 400 workers were involved in this disinfection operation, some of whom drove modified vehicles to spray disinfectant in streets and the others carried portable disinfection equipment to sterilize the public facilities.

"It's very complicated and the virus is spreading among people , so we all have to do our bit. The army, Islamic Revolutionary Guard Corps, Basij (one of the five forces of IRGC) and the Water and Sewerage Department are all involved in the mission. We should try our best to eliminate the virus," said Majid Isfahani, a member of IRGC.

Iranian Deputy Health Minister Iraj Harirchi said on Saturday that Iranian authorities consider "reducing the disease's death rate and infection as well as easing the social and economic effects of it" as two main principles in their strategy of fighting the disease.

He lauded the general public for cooperating with social distancing guidelines over the past days, expressing concerns about possible spike in the number of infections with the virus in the capital Tehran as the Iranian New Year holidays are over.

Iran, the worst-hit country by the virus in the Middle East, on Saturday announced 55,743 confirmed cases of COVID-19, with a death toll of 3,452.

Masks do reduce spread of flu and some coronaviruses: Study

In the study, the use of surgical masks by sufferers significantly reduced the number of flu viruses detectable in droplets released through breathing and coughing.

It also reduced the number of seasonal coronaviruses - among the causes of common colds - detectable in the air as suspended microdroplets, or aerosols. The study did not look at the new coronavirus, SARS-CoV-2.

“Further research is needed to determine whether masks can specifically prevent the transmission of SARS-CoV-2,” the scientists said.

The research, published in the journal Nature Medicine, coincides with the pandemic of COVID-19 respiratory disease, which has infected more than a million people worldwide and killed more than 53,000.

Benjamin Cowling, the professor who led the study at the World Health Organization (WHO) Collaborating Centre for infectious disease epidemiology in Hong Kong, said its findings could be extrapolated to simpler cotton masks.

“My expert view is that cloth or cotton masks would have an effect, but maybe slightly less of an effect than a surgical mask properly worn,” he said in a telephone interview. “And in terms of COVID-19, we’re looking at every possible measure that could help.”

Until now, there has been little robust scientific evidence on the effectiveness of face masks in slowing transmission of respiratory diseases.

The WHO says masks should be worn by anyone with symptoms such as cough or fever, or anyone caring for a confirmed or suspected COVID-19 case, but does not advise healthy people to wear them in everyday situations.

There is some evidence, however, to suggest that the rapid spread of the SARS-CoV-2 coronavirus is due at least in part to the fact that it can be transmitted by people showing no symptoms.

upert Beale, a specialist in infection biology at London’s Francis Crick Institute who was not directly involved in Cowling’s work, said the study offered “strong and compelling evidence” for mask wearing as a means of reducing transmission of some viruses, but that they were not a magic bullet.

“Mask wearing does not completely prevent transmission and cannot be relied on as a sole measure,” he said, “but, combined with other social distancing measures, should form part of the ‘exit strategy’ from lockdown”.

Oil falls on scepticism over Trump's Saudi-Russia output deal

Brent crude LCOc1 futures fell 3.27%, or 98 cents, to $28.96 per barrel as of 0335 GMT, after having soared 21% on Thursday.

U.S. West Texas Intermediate (WTI) crude CLc1 futures fell 4.46%, or $1.13, to $24.19 a barrel, after having surged 24.7% on Thursday.

Friday’s drop reflected market scepticism over whether a deal to call off the Saudi-Russian price war would go ahead if the U.S. does not scales back output, and whether such a cut would be sufficient to balance the market in face of a deep economic recession caused by the coronavirus pandemic and draconian containment measures.

Trump said the two countries could cut output by 10 to 15 million barrels per day (bpd) - an unprecedented amount representing 10% to 15% of global supply. Trump said he had made no offer to cut U.S. output.

Saudi Arabia called on Thursday for an emergency meeting of OPEC and non-OPEC oil producers, saying it aimed to reach a fair agreement to stabilize oil markets.

Analysts said both Riyadh and Moscow will be looking for the participation of other countries, in particular the United States.

“It is difficult to see the current OPEC+ group cutting output by at least 10 million bpd - the scale of the reduction would be just too much for the group to handle,” ING said in a research note.

Saudi could drop production down to around 8.5 million bpd but would likely be reluctant to go below that level because of the desire to maintain associated gas production, while Russia will likely look for some measure of sanctions relief from Washington, said Helima Croft, global head of commodity strategy at RBC Capital Markets.

Washington will not ask U.S. domestic oil companies for a coordinated cut in production and is still awaiting the details of planned cuts in Saudi Arabia and Russia, a senior administration official said.

With the coronavirus pandemic worsening, Citi analysts forecasted the decline in oil demand in the second quarter could be 18-20% for the world, or 18-20 million bpd, which in turn should see refinery runs collapse by over 2 million barrels per day, triggering an unprecedented growth in inventory of some 1 billion barrels over two months.

The proposed cut would at least ease some pressure on a global shortage of oil storage, analysts said.
